Where it comes from
Folio is built on res.cls, the RES résumé class Michael DeCorte wrote in 1988–89 — among the very oldest LaTeX résumé classes still shipped on CTAN, predating essentially every modern résumé package. (It was later ported to LaTeX2e by Venkat Krishnamurthy in 2001.)
That heritage gives Folio its traditional, print-first character: a serif body, margin-set section labels, and the austere formality of a document class from the early days of LaTeX. It reads as senior and academic.
res.cls ships under a notice-retained license — free to copy, but not for resale, with the original notice kept intact. That notice is reproduced below.

How it parses
Serif and traditional, but still a single column of selectable text, so it parses fine. The classic look reads as senior/academic without confusing a parser.
